  1. I think you might notice the bloat at the very top, but it's really around the mid-section. Mid-level bureaucrats have bred like rabbits over the years, and every one of THEM requires THEIR staff. The cost of education has gone up without much of the extra money having much constructive to do with the classroom.

  2. Get you 5 or 10 good teachers and one person to handle the paperwork. That's how these schools get started. Then the bureaucracy just slowly grows and takes over.
