  1. FISA wasn't created to prevent improper surveillance of American citizens. It was a rubber-stamp court that the designers of the Patriot Act knew quite well would enable presidents to weaponize the security apparatus for political purposes. Some (faintly) warned of this, but most thought it was a good idea, because muh terror.
