  4. CONGRESS WRITES THE RULES AND LAWS GOVERNING CONGRESS. THE ONLY THING THEY CAN GET IT TROUBLE FOR IS SAYING SOMETHING BAD ABOUT ANOTHER MEMBER. And they'll NEVER pass term limits on themselves, although they're fine with passing them on the presidency.
