  1. Trump tax reform really hurt those states, because the rich can't write off their state and local taxes, any more. It was a federal subsidy for high-tax states and towns that doesn't exist any more. Now, if you want a high-tax state, you can't get the rest of the states to pay for it. Brilliant move.
