  1. This story went national. And the guy who mishandled it got fired from the national level. It's like saying a captain can't order a private to do something, without passing it through a sergeant. If it hadn't been in the national news, I imagine it would've been handled a bit differently. The Sec'y of Defense didn't plan or micro-manage a military operation, here. He just fired a captain who mis-handled a shipboard-contagion situation. The Sec'y bypassed chain of command because the captain bypassed chain of command. National-level implications. No surprise the Sec'y stepped and said "He's fired."
