  1. The first "wasteful spending" bill was for Congress to contribute a bunch of money to a widow. Then one congressman got up to speak and said "It's wrong to spend other people's money for something like this, but I'll pitch in $100, and if all of us do that, she will be just FINE." Nobody took him up on his offer, and the bill never even came up for a vote. That's how it's always been, only there's nobody in Congress to shame those bastards any more.
