  2. IG Report is purely internal, and limited by the investigatory tools at its disposal. He didn't question anyone who was FIRED, because he can't compel testimony/interview from anybody not currently on the payroll. That's a lot different from what a U.S. Attorney can and undoubtedly will do. You can sweep it under your carpet, if you want, but the rest of us don't like walking on a lumpy rug.
