Because most of the players are no longer in service, Horowitz can't touch them, and it's up to Barr's DOJ to answer some key questions. I didn't like the Patriot Act in the first place, and it comes as no surprise if it is found that the FISA courts were abused, all the time. The feds were up to their ears in "incidentally gathered" intel. I think the careerists under Obama and his partisan appointees were like kids in a candy store. Bush was around while they were debating these matters, and everyone at that time agreed that it needed to be very carefully and punctiliously handled. Without any defense-minded individuals in the courtroom, FISA is a rubber-stamp on any high-ranking DOJ/FBI officer's signature. If they (the FBI) vouch for it, the FISC takes it at face value as reliable.
