  2. That % is lower than 99. The more we cushion ourselves against the human condition by government means, the more of us are cushioned from bad decisions. Get pregnant by an irresponsible father? No problem. You're now a single-mother hero, and we'll (ironically) save you from yourself with cheap or even free food, clothing and housing. Such a setup is unsustainable, and yes, the decision-makers on top (the elite 1%) are also cushioned from bad decisions. But it's become quite widespread, with those who are prudent, but not born rich, are punished at every turn by those who are irresponsible.
