  1. Congress legislates on too many things, PERIOD. Doesn't matter what rules you impose to simplify it. The U.S. Government's a big country living in and off of a big country. It meddles in EVERYTHING, so no matter how you structure it, there's still 4,000 pages of legislation, every year. Until they pare back the federal government's responsibilities, and leave them to the states, it will intrude on every matter except those matters it was created to intrude upon, like foreign policy (crap) and defense of our borders (refuses)..
