... and was mentally incompetent, to boot. He didn't know what he was signing, and there's reason to believe the pardons were written and signed by 3rd parties. Sort of a pardoning free-for-all. It's ridiculous. You can't pardon someone for something of which they haven't been accused. It's basically a confession of wrongdoing or rather, an accusation of wrongdoing by the pardoning agent.
