Yeah. That guy was out over his skis. He had no business taking people's money for something he couldn't deliver. Discovering he couldn't deliver, he should have given people's money back. The fact that he can't refund all of his customers, immediately, says he's operating in a very stupid way. He's compounding the first error by not having anything in reserve in case he can't buy components as cheaply as he thought.
