@ryaniam22 Yeah. Goretex shell in winter is super-light, breathable, and it blocks the wind. My Gore-Tex shell is only as good at shedding water as the water-proofing treatment I give it. Not that impressed by my gore-tex rain gear.
When I'm moving, outdoors, I don't need much in the way of insulation, so long as my head (ears) and hands are covered. Anticipating this, I typically start off uncomfortably cold, because I know what I'm doing will warm me up and I don't want to waste time shedding layers.
I don't really see a lower temperature limit to the usefulness of the basic gore-tex shell. All that changes is what kind/amount of layers I pack under it. That said, if I know I'm going out in -30, I'm probably wearing my Moonstone goose down, because you throw it over anything and just forget about it.
I'm more used to deep cold than the damp cool in the UK. I'd rather deal with arctic temps than have to deal with soaking wet, hovering around or just above freezing. Deep cold is DRY.
