That doesn't mean "If I take an umbrella, then it's raining." I don't control the weather with my umbrella. I may take an umbrella even if it's not raining.

  4. Republicans always out-raised the Democrats in the small donations. Democrats, especially recently, have been all about the Donor Class Billionaires, while their small donations have essentially dried up. But their small donations were never very good.
