@JustinDeep-op1ix It's obviously a threatening, fight-or-flight situation beginning to unfold for the person - a reasonable person - on the receiving end. It's being done to them by a person, on purpose, to evoke that fight-or-flight response, and is therefore an attempt to inflict harm or at the very least zero regard for harm to others. Definitely a public nuisance, and a felony if it persists. Maybe one time, you get a bloody nose and/or a booking-and-release. 2nd time? 30 days. 3rd time? Prison.
