Any U.S. administration is actually run by the department heads and the Cabinet. See who'll be in the cabinet to see how the president will govern. This is not necessarily and indictment of the presidency, although it argues for a much-diminished role for the executive branch. The bigger it gets, the less it's actually being run by the man elected to run it. Great generals are always made by their staffs. Great staff = great general. The greatness of a general is their ability to recognize and build a great staff. I think the same goes for the president, which is why Trump loses a lot of greatness points in his first 4 years.
