It's not regulations that protect people. It's strict accountability and liability. They built massive cathedrals that stood for centuries without any regulations. Why? They used architects and builders whose work stood the test of time, in a long line of builders. Companies protecting their reputations > government regulations. Building, nowadays, is not as good, but all perfectly in compliance. Fly-by-night operations spring up overnight, get all the permits, get all the forms stamped, and the first heavy rains flood the basement. There is no perfect protection. Government more often ends up propping up the least capable and moral. At least in the USA. Smaller countries tend to have governments that are closer to and more responsive to their people, but the monstrosity of American government is too big for anybody to really know what's going on, let alone hold people accountable.

Props to the traffic cops facing the ostrich with just a stick. An ostrich can disembowel a grown man with one kick. They're strong enough to carry a man and their 3 toes end in massive claws. Basically stronger than a man's leg and tipped with knives.
