  1. Those at the top scratched and clawed the hardest to get to the top. That is their primary competency. This has always been understood. The American Experiment was designed to keep the highest offices the most restrained. It was designed to keep the central government small, for 2 reasons: 1. Less incentive to take over the institution. 2. Less harm done when pathological behavior ensues. Instead, what the USA did was make the government bigger and more powerful to fight against robber barons, which was exactly what the robber barons wanted. Something they could sink their teeth into and wield to their further advantage. The technique is pretty basic. Use public disaffection for robber barons as an opportunity to grow the government. Right when the public was about to tear down the robber barons, the government interposes itself between the public and the robber barons, in the name of fighting robber barons. After 200 years of this slow, one-way process, the robber barons run everything.
