  2. Congress is congenitally incapable of overseeing most of the agencies and programs it so ambitiously creates. The Congress creates something, and it takes on a life of its own. It's just like cancer: Organs that perform no function slowly taking over the host body. This is just one more reason why we need to get back to limited government. Yeah, they screw things up. That's why you ask them to perform a MINIMUM and watch them like hawks on that small set of permissible federal intrusions.
