Since I was a kid, I always thought some sort of gyroscope within a gyroscope, some kind of revolving spherical shell within a spherical shell thingie, might work, where you differentially charge one of the shells so that its electrical field is oriented so the force on the sphere generated by the ambient magnetic field of the Earth is in the direction you want to go. Passengers sit in an inner shell that stays "upright," while the/an outer shell is developing thrust off the ambient magnetic field of the Earth. Wouldn't work in space, but it might work where the Earth's magnetic field were strong enough, or so I thought, as a kid. Regulating the shifting charges on the outer shell would be problematic. Sitting inside such a beast might kill you.
