  3.  @generic6587  There's always been discretion of the judge as to state of mind of a convicted criminal in the penalty (sentencing) phase. We never needed a whole separate category of crimes.

  4. Open-sourcing the code would make it easier for companies to create apps that filter any which way you want. There's a free-market solution for this.
