Also, russia is now essentially run by oligarchs, clan family dynasties, and corrupt officials with vast wealth who need stability and material affluence at any cost; which means a broader network with power, influence, and control. Soviet Union was the state alone controlling everything, which meant any rogue actors and warlords would’ve seized the opportunity when overnight the state no longer controlled anything.
