  1. Law enforcement exists to ensure justice. That's why they're part of the criminal justice system. There is no justice served when we lock people up for years on end because they put the "wrong" substances into their body. That's an injustice. Some of them need medical assistance or mental health counseling, not criminal punishment. Because there was no "crime" committed in the first place.
