Basically if you have any content that might be claimed as property of a company or a corporation (such as music of a certain artist under a record label, or video that owned by someone else) then they can claim it as "copyright." For anything that's "copyright" you need to have explicit permission from the owner in order to use it. Most average streamers, and even many of the big ones, don't have that permission. So when they upload content (like streams, which are just long videos recorded live, or clips which are small snippets of those streams) that contains copyrighted material the owner can file a copyright claim under the DMCA and, if successful, Twitch penalizes the streamer. It's really stupid and complicated but it's a way for the companies like record labels to cash in on their product and ensure that no one has access to it for free. Does that clear it up for you?
