  1. Ok, this is pretty funny, and sad at the same time. The way to reduce recidivism is to increase sentences for repeat offenses, and ensure that people are taken care of (i.e. have somewhere to live and the means to find a job) once they're released from jail. Kicking them out to the curb is essentially handing them an open invitation to repeat their past behavior. This isn't rocket science. All I can say, though, is thank goodness these crimes are not violent (at least, not yet).
