  1. This is easy. Make wearing masks for fully-vaccinated persons optional, with businesses checking people's vaccination cards if they choose. Lift all mask mandates for these individuals, incentivizing those who have not been immunized to do so as quickly as possible. The only chance we have at defeating this thing is achieving herd immunity, and that means we need 70-85% of the population to get the shot. Failure would result in this pandemic lasting twice as long, or longer.
