Honestly though, running a red light at a signal when there is nobody around and it refuses to change for ten seconds or more should be completely legal. I've seen it happen, and yes, I've done it myself. It's not risky if you have half a brain. What's the alternative? Wasting everyone's time and waiting for thin air?

@captain_bretzel And those people should lose their license. Most of the time, it's not difficult to look both ways and ensure that nobody is coming from any direction. If you're not at least capable of that, you have no business operating a two-ton machine that travels upwards of 140 mph or more. Full stop. Those are ad hoc justifications for the status quo, not an actual argument.
