The laws are designed to ensure safety, but that doesn't necessarily mean that they are the best compromise between safety and convenience possible. Case-in-point: the German Audobahn. Institute a two-tier license system that teaches drivers that the left lane is a PASSING lane only (in light traffic), have strict enforcement of that law, and all of a sudden it can be perfectly safe for our Interstates to have no speed limit at all. Plus, people will no longer have an incentive to weave through traffic to reach their destination quicker. Without the context of no speed limit, the "left lane is a passing lane" rule is absolutely meaningless, because there is an upper limit to the rate of travel (technically the speed limit, although often the flow of traffic). Ever wonder why Germany has a lower accident rate per mile driven than the U.S.? This is it. But I know what you meant.
