My opinion is that Joe Biden (the big guy) is using it as a cover for his inept, incompetent performance as POTUS and has the dual benefit of being in Ukraine's good graces long enough to stave off further investigations and exposing of him and his son's corrupt use of Joe's title of VICE PRESIDENT under Obama's tenure.
