It isn't "representative of the 19th century world order". Rather, it's absolutely representative of the 21st century world order. As it always has been.
The arbitrary "if we didn't have laws against murder..." commentary doesn't change the inherent dynamics of power and influence.
The world operates on one principle, and one principle only --- Power. Projection, intimidation, capability, and economic capacity. Might makes right. Period.
The so-called "intelligentsia" of Oxford and Harvard are free to contemplate the "moral implications" of force from an esoteric perspective, as they often do. They can postulate and articulate their bourgeois view points ad astra, and we can applaud them for it...
However, the fact remains that power, economic capability, and violence will always pave the way for nations to impose their will. Treaties, laws, and agreements be damned...
The USA, Russia, and China illustrate this point on a nearly daily basis.
