  32. Because many NATO countries have essentially been lax on their duties to uphold 2% of GDP on defense and haven't adequately produced arms/trained enough personnel. Many were content to allow the USA to shoulder the brunt of defense. As a result, the alliance has been caught with it's pants down. Thankfully, NATO is now re-arming/training. But they'll need to act quickly, effectively, and with determination to play "catch-up" for any conventional Western theatre in the coming years.
