But they CAN arrest you for yelling at a cleaner, loitering, public disturbance, etc, etc, etc. It's a shame we have come to this point where an outright and open disrespect of police is considered cool, and police have to point out "I could be arresting you, but I'm not, so let's be civil, or I will". I understand your point, but unless he said 'I'm arresting you for having a bad attitude", he's going to be fine.

No, this was someone fed up with the same person doing the same thing 3 days in a row, who by their own admission is trying to get arrested so they get a bed and food.
Abusing a cleaner is disorderly conduct, that person deserves to be safe at work, and not be abused. If they make a report, they deserve that report to be taken seriously by police, this is part of the reason we pay tax.
Business owners in a tourist destination deserve to not have their business jeopardised by homeless people living in nearby public bathroom. They rely on tourism to pay their bills.
Holiday makers deserve their kids to go to public bathrooms in a tourist destination without walking into an unstable persons "bedroom". This is a public safety issue.
It is impossible to have a conversation with someone who is determined to argue with anything you say, and repeats the same thing at increasing volume. The cop was basically saying "be civil or I'll arrest you for the other crimes you've committed, instead of letting you walk", in hope she might be civil enough for them to come to an understanding. He then allowed her to walk, but she immediately came back for another go, because, as she said, she wanted to be arrested.
She then called an emergency line to complain. that number is for emergencies, not bickering. There are only so many lines, how would you feel if you had just had an accident, required immediate medical help, but the lines were tied up with calls like that?
How long do you want this town to suffer her degeneracy? How many times do you want this cop to have the same interaction with someone who has no intention of listening?
