Religion was a control mechanism before government. If you do something wrong, you will be punished, even if nobody sees you, so you better be good. Government now fills that role, if you do something wrong, you will be punished, even if nobody sees you, modern tech means you will likely get caught, so you’d better do the right thing. You get this, right!? The issue is, religion, while useless, will never hand over that power, land, money, influence. Too many people with too much to lose. It’s going to be hard to keep up the facade if the government drops aliens on us…

They're getting a deal where they get paid for minerals and have money to rebuild their country. To go with this, people stop dying.
