It’s illegal and dangerous. If you’re actually a heavy vehicle operator you would know this. In this situation it’s even worse given the highway is already down to 1 lane. No sane person would pull over there. The lanes on the side are emergency lanes, they’re not for having a chat.
As an operator you get countless people expecting you to accomodate them, clueless to how cumbersome a heavy vehicle is, and how dangerous sudden big actions can be.
There is an idiot in this thread saying HV’s should give way to all other traffic, I’ve driven things that take 400+ metres to stop, how am I giving way to a car in that? This is the clueless mindset operators face daily.
Look, we both know the car should have merged behind, he raced up to cut in, and he didn’t let it go when he should have. LEGALLY he is in the wrong, and as far as being a courteous driver, blasting up the merge lane to get in front of other traffic, is not polite in any situation. I’m sure we can both agree on this as well.
We both also know the HV operator should have just let the idiot in, instead of being so stubborn, and I’m sure 99 times out of 100 he would have, this time he went, “you know what, fuck you, buddy”.
The situation should have absolutely been handled better by both sides, but you are incorrect with putting the operator at fault.
I stopped driving for a job after a merge lane incident where a car intentionally sped up alongside and blocked me from merging when I was already committed with a full load. It was a pig truck, the load is top heavy as it hangs from the ceiling, you can’t make big movements or it will roll. Nowhere to go, I chose to hit parked cars instead of merging over his car, likely resulting in a rollover.

Why are idiots so confident?
If you want to dispute the definition of 'emergency", call up emergency services and explain to them you've just had a low speed fender bender with no injuries, both vehicles roadworthy, and tell them you require emergency assistance.
