Trump summoned the mob to DC, lied to them, got them angry and told them to go to the Capital to keep Congress from certifying the peoples' vote. He disgraced his office and the Constitution.

As for the rioters, they are being prosecuted for what the crimes they committed. As for Congress they are given power under Article I of the Constitution to legislate and as part of this power they have long conducted investigations and hearings. Remember them grilling Hillary? Yes she showed up, unlike Bannon.
