  1. There is far better proposals to harvest fresh water, locally. Perth has a rainfall about 800mm per annum annually, and thie rainy season there is primarily in Winter and Spring (June to November in the Southern hemisphere, just check the climate data for Perth). A lot of water gets wasted; getting sluiced away from streets using storm water drains and into the Swan River etc. Perth also has quite a lot of porous limestone (it's a Mesozoic basin), so harvested storm water could be pumped into porous limestone and sandstone aquifers for storage into drier seasons, and so on.
