  1. LIDAR or laser scans over land territory should be conduced in open public domain, including broadcasting upcoming scheduled scans, and with the agreement of national and local (state) governments of the land being scanned. This did not happen over Hawaii, so I suspect an unauthorised spy scan by a CCP satellite.
