It's strange that Xi made the statement of burgeoning risk of amplifying small problems for the continuation of the CCP to hold onto power against odds, then impliments the severe lockdown and testing regime for the Omicron Covid variant (which does not work or stop it's spread, but is a less dangeous variant), which adds to the burden of that risk. Maybe, if he makes the pronouncement of policy, then it's deemed "flawless". Anyway, the effect is decline, and the lockdowns accelerate it.
