This analysis and comparison is very good and explains why big centralised authoritarian government never works well at all and why delegating and allowing decisions to local experts works better. The crises control of the dams should have been delegated to a chief engineer on the spot, in which he (or she) would act under the crises with expert foreknowledge and advice of other engineers and hydrologists. This is usually the way democratic countries handle an environmental or infrastructure emergency. We can see how China, one of the most centralised countries in the world, is in fact a dystopia.
