Monitoring Russian nuclear submarines in the North Atlantic in the region between northern Britain, Iceland and Greenland is virtually impossible on the surface; the North Atlantic is frequently lashed by polar storms and fog. The Russian submarines rarely surface unless near their bases. The only way to monitor their movements is to have your own submarines there, listening in, and it's a lot of ocean. Adding Greenland to US territory does not enhance any capabilities in detecting Russian submarines that are passing through there.
