  1. Without lower class civil servants being paid for their services, then local government will not work. Without local and regional governments in China working then unrest will increase in (urban) China as services like hygiene services, health, education and power in cities are cut. Since the majority of people in China, partially by the design of the CCP are now urbanized, this is a very serious issue.
