Europe is potentially weaker than the United States in enforcing very high tarrif rates on imported goods from China. This is because Europe has to have the unanimous agreement of 27 states in the EU, something that the US President doesn't have to worry about much. This unanimous rule in the EU provides China with a wedge to prise apart any EU member states with bribes and false promises, something that the EU council is very aware of. However, the EU member states have largely drawn ranks from the effects of China's alliance with Russia and reports of Chinese made drones and other military equipment in Ukraine, as well as Chinese mercenaries fighting with Russia. Hence, Xi Jinping's push to ally with Russia has largely backfired, and will continue to backfire. If China instead remained neutral in the Ukraine conflict, it could have benefitted much more from a benevolent EU and may have even drawn a wedge between the EU and the US. Unlikely now, even with Trump back in power.
