Germany needs to spend 3% of its GDP in its defence budget. This is in response of, not just regional, but global totalitarian threats. This budget is not just in hardware and troop training, but in cyber war defence and offence.

Reducing relative defense budget looks weak; not a deterrent to belligerent powers. Both Russia and China have been politically, militarily and in China's case economically very belligerent over the past decade. Obviously, Russia is the most substantive military threat to the fragile peace of Europe, but China has become very actively aggressive of late and this is sucking Germany into this dilemma. CCP agents are engaging in punitive and brazen espionage of German technology and research, second only the United States. CCP institutes in German Universities (masquerading as cultural "understanding" centres, such as the Confuscious Institutes but in reality peddling hard-core CCP communist propaganda). These have been known to encourage agents provocateurs nationalist CCP "students" to engage provocatively with protesters on German campuses against Falun Gong and Uigher persecution in China for example; stifling free debate. CCP agents have been following around and intimidating ex-Chinese nationals and even politically minded German journalists for example, inside Germany! Where is the defense of the German government counter-intelligence services & the police in protecting their own citizens by open threats by brazen totalitarian CCP agents? Why is this activity not halted? Is the German government and German business leaders that spineless?

Taiwan is strategically much more important, than what your speaker puts in a belittling sense. Why? Because of TSMC corporation. This very large Taiwanese company dominates the manufacture of leading edge microchips, used in the most up-to-date computers, mobile phones and telecommunications, certainly used by Apple and Samsung. The taking of the TSMC manufacturing plant in Taiwan, by invasion of the PLA of Taiwan, would deal a heavy blow to the global supply of these components.

Rapid response now means more than military hardware deployment, logistics and maneuver. Cyberspace is an every increasing threat and theater of war, meaning cyber defence and cyber counterattack are now important components of a battle plan. Failure to adaquately deploy cyberspace defence, hands your enemy the high ground (so to speak), as your communications break down, the transparancy of your orders to your combined arms units is open to the enemy and the civilian supporting network, such as energy supply, are shut down before even a shot is fired or bomb is dropped.

In Putin's mind, he sees NATO is a direct competitor, which is encircling or hemming in Russia and the mind of senior Russian commanders. Be aware though of Putin's territorial aggression and war making in places such as Chechnya, Armenia, Georgia, the Crimea and Ukraine. This is Russian expansionism, even on its borders, which mirrors the territorial expansionism of China in the last decade. Arguably, also that of the United States in Iraq and Afghanistan as well.
