  1. It's an ideological battlefield again. Same as the Cold War and World War 2. Those who lie and deal and deliberately blur this distinction are helping tyranny, genocide (Uyghers in Xinjiang, Tibetans and Falun Gong) and totalitarian dictatorial ideological warfare to succeed. These Maoist era totalitarians (CCP) are anti-freedom, pro-slavery, pro-racist (much talk about the Yellow Emperor and state sponsered palpable xenophobia against Japanese called Revolutionary Fantasies in China), anti-environment, anti free market (state monopoly), anti-democratic ultra nationalists.

It was the CCP that has unilaterally driven increasing rearmament of countries in the Western Pacific and their "Wolf Warrior" style of Maoist era "diplomacy" has only speeded up this process. It's not only Japan that is increasing their defence budget spending, but significantly the Philippines and Taiwan as well. Furthermore, Japan is an island archipelago nation and it's vital for Japan's geostrategic security to be able to defend it's islands and equally importantly, it's shipping lanes if it is to survive conflict and military expansionism from mainland China. This can be done in concert with allies, but Japan will have to do much of the heavy lifting in the event of a (likely) war, This task is pre-eminantly the job of Self Defence Navy and Air Force. Loosing control of these two geostratigic assets (land and sea approaches) to a hostile power makes Japan blockaded and then ripe for invasion.
