Western countries have a law that makes it a felony to leave a scene of an accident, where u r the driver of the motor vehicle, and u are involved and a person is injured or killed as a result of the accident. Whether u responsible or not for the accident, leaving the scene without rendering assistance, calling an ambulance and/or the police, is counted against you and you can face criminal charges for leaving in a hurry.

It's about China's lack of civil society and regress to a "neutral" umpire (reasonable and just law enforcement and independent courts) in cases of disputes where criminal conduct may be involved, such as the fight you broke up, and personal injury or illness where a person needs first aid. You are correct to say that this will not develop for a long time in China, especially where the reigning dictatorial political environment hinders the development of civil society. For example, there is no habeas corpus in China today, a basic human legal right that the majority of Western countries have enjoyed the past 200 years.
