Germ warfare isn't given up by governments, and probably still ongoing despite denial. I'm not necessarily talking about the current UK or US governments, although in the past during the Cold War they were working on germ warfare. There are about 180 countries in the world, some of which are still working on germ warfare, because it's cheaper than making nuclear weapons, and more easier to conceal the lab. Germ warfare comes in four phases; 1. incubation, 2. infection efficiency, 3. mortality, and 4. gain of function. Gain of function is genetic and is put into making the first 3 factors more powerful. While i admire mother nature in providing devestating pandemics during the ancient world and middle ages, these were non-genetically engineered wild mainly zoonotic virusus and bacteria, and the more zoonotic, the higher the mortality. Bad enough, but even a genetically modified virus or bacterium, is the same as the wild strain or worse, i.e. not better for mortality survival, and finding a plethera of virusus in bats and adding a plausible gain of function to it, may be adding to infection effectiveness plus mortality from the wild SARS strain. While i'm putting on a tinfoil hat and claiming the wildly improbable, germ warfare was and in some countries (that treat their population as their personal slaves; i'm looking at you North Korea) is still probably ongoing.
