I can tell you why a relatively thin walled steel tube collapses under a vacuum (mythbusters etc), is that under a vacuum with much of the air removed, the tube has the hold up the entire mass of the atmosphere above it, and it doesn't have the strength to ro that. Whereas, if the steel tube is pressurized a few atmospheres above 1 amosphere, it only has the hold in the mass of the gas inside the tube (relative to the outside); a much smaller mass of gas than the vacuum.

Why mot argue this for steel railway rails? Plenty of steel railways 600 kilometres long... ah wait, rails have expansion joints too. Railway engineers (real engineers, not Musk) calculate this, including all the railway bends in the length of track that may change this expansion. So what happens when this is a steel tube 600km long (bigger than a rail, therefore larger surface area, therefore more heat expansion) is under a supposed vacuum and all this expansion or contracting is going on (over 24 hour period)? Huh, Sebastian, huh?
