  3. Here is the reason that ATT does not offer high speed internet in low income areas. ATT is part of the government low income internet access program. https://www.att.com/shop/internet/access/#/ Because of this they are obligated to provide the fastest service that they offer in a participants area for either $5 or $10 a month. The rules of being part of this low income program state that the data is unlimited without any price increase for big users and it's speed cannot be throttled to slow it down. They get around the obligations of this program to provide fast internet to the poor by not offering a fast service in low income areas. Here is an example of how they cheat both the government and their customers: My ATT phone line had provided 9MB/second speeds when I was paying a local ISP $60 a month. I switched to ATT access. When the tech came out for the installation he tested the line and said that it was capable of stable operation at 9MB/ second. Which is exactly what I was getting on a line that was leased from ATT by Sonic, who then resold it to Cruzio (a local ISP). When I switched to ATT (who own the line) my speed was slashed by two thirds to 3MB/second (better than dial-up but not by much) even though the line was capable of far faster speeds. ATT does not offer a faster service in my area (which has a lot of trailer courts in it). This is their way of getting around the law that says they are not allowed to throttle my speed or limit my total through-put. Once again I give you the real reason behind the press releases that you read to fill up time. If you were really investigative reporters instead of regurgitating press releases you would be investigating and exposing Robert Mercer's brutal political actions.
