  4.    It is far more complex and convoluted than that. In either case whether they aided them indirectly by supplying anti Asad rebels who later joined Isis or by imprisoning many of them who escaped or by supplying the Iraqi army with arms that they captured, or even if they at times did it directly for tactical reasons there is still a huge difference between the CIA and ISIS, and it was still a stupid comment.
