  1. That episode portrayed a culture where war was extremely costly in human lives, but the infrastructure was spared. The people who were designated at casualties by war gaming computers were required to report to a local center to be disintegrated. The supposition was that war must be destructive to the totality of a culture, not just costly in human lives. Guess you sort of mis-remembered the whole theme of the show. It would be more analogous to something like the use of neutron bombs or communicable biological agents that are targeted by genomic characteristics like the Chinese have been so diligently developing.
